    Professor Chris Serkin spoke to USA Today about a California chef who claims he has found a loophole to the state’s recent ban on foie gras. Chef Ray Tang’s restaurant, Presidio Social Club, sits on federal land in a national park, which he argues is not subject to California law.

    Legal experts agree that this issue falls in a gray area, as the restaurant’s contract defaults to federal law where state and local laws are not explicitly stated. Professor Serkin explained to USA Today that it was a question of whether “federal supremacy” applies. The restaurant could be compared to situations where “local building codes do not typically apply to federal buildings, like courthouses and post offices,” he said.
