State and Local Government

This course's objective is to present, discuss and analyze several legal, policy and political issues impacting state and local governance from theoretical and practical perspectives. The course explores fundamental topics in local government law such as federalism, home rule, residency, municipal liability, education, land use and zoning, eminent domain, taxation and municipal finance. It integrates topics in constitutional law that are central to state and local government and emphasizes the representation of municipal and state interests before state legislatures and the U.S. Congress.

Grading and Method of Evaluation:
Letter grade with pass/fail option. Take-home exam.
