IS WORKFARE WORKING?
A PANEL DISCUSSION SPONSORED BY THE
ASSOCIATION OF THE BAR OF THE CITY OF NEW YORK,
APRIL 19, 1999

New York City's implementation of "Workfare" forcing welfare recipients to work in order to receive their benefits has met with both applause and criticism. This symposium, hosted by the Association of the Bar of the City of New York, considers the effects of the Workfare program on welfare recipients. The panel consisted of a range of viewpoints, including: a Commissioner of the City's Human Resources Department; a New York Times reporter; a professor of economics expert in the area of poverty and welfare; a lawyer for the City's largest public employee union; and two members of advocacy organizations representing welfare recipients. Symposium participants discussed various issues that the Workfare program has presented, such as whether the program is actually moving people from the welfare system into employment, the effect of Workfare placements on City employees, and whether New York City has complied with City and State regulations in implementing its Workfare program.
