Senator Helms criticizes the Federal funding of the National Endowment for the Arts ("NEA") which, he argues, undermines our nation's "Judeo-Christian Morality" by awarding grants for obscene art work. The author cites examples of recent awards granted for works of art he categorizes as ant-religious and pornographic.

Senator Helms argues that the NEA has abandoned its congressionally mandated mission and has become an elitist organization which no longer chooses to represent the preferences of the majority of Americans. Senator Helms discusses his legislative attempts at barring the NEA from using tax dollars to promote "obscene, indecent or anti-religious art."
