GIVING, SPENDING AND "SOFT MONEY"

[This article is the transcription of a speech by Dr. Anthony Corrado, Ph. D in political science and professor of government at Colby College, discussing our country's current campaign finance system and the controversies surrounding the elections of 1996.]

Dr. Corrado explains how the current situation evolved and identifies several areas ripe for reform. The author examines the 1974 Federal Election Campaign Act and its effect on political campaigning, the Federal Election Commission and the birth of hard and soft monies.

Among the proposed solutions is the simplification of campaign law to enhance the role of parties and the elimination of the hard/soft money distinction. Dr. Corrado envisions one pot of money, raised for whatever purposes, subject to limits directed at the source of that funding.
